ABOUT
This training will provide a comprehensive overview of the California Office of Emergency Services (Cal OES) Safety Assessment Program (SAP), practical building exercises, criteria for assessing the severity of facility and lifeline systems damage, and procedures for posting and barricading. The ATC 20-1 Field Manual: "Postearthquake Safety Evaluation of Buildings, Second Edition" will be provided to the registrants.
All registered SAP evaluators must be professionally registered engineers, professionally licensed architects, certified building officials or inspectors. They must also have a general knowledge of construction, professional experience, and judgment." Those without the above qualifications may attend but will not receive a state-issued CalOES card.
Those already possessing a CalOES (California Office of Emergency Services) card should check their expiration date. State-issued cards expire five years after the training date. Please note that older OES cards with indefinite expirations or expired cards are no longer valid. Enrollment in SAP Evaluator Program will be necessary to recertify. Please note that CalOES SAP uses Veoci for cards, dispatch, and references. This platform is now mandatory for all volunteers in order to assist in future SAP disaster evaluations.
If your SAP Evaluator card has recently expired or is about to expire, you can continue your registration in the program by taking an online refresher training. For more information, find instructions at Instructions-to-Completing-Online-Evaluator-Refresher-Course.pdf (ca.gov).
Licensed or certified professionals who are members of ASCE, AIA, SEAOC or CALBO will receive a new digital SAP volunteer card and will be allowed to "tag" buildings in the event of a disaster. This process is not intended to identify or quantify damaged facilities but to evaluate their potential for safe use.

MEET THE SPEAKER
Ricardo Roldán, Ph.D., P.E.
Dr. Roldán specializes in structural engineering, seismic evaluation of existing structures, and the design and management of complex building projects. He has more than 15 years of experience in structural assessment and earthquake engineering, with work spanning existing-building evaluation, seismic retrofit, mass timber, and large-scale data center projects. He earned his undergraduate degree at the University of Costa Rica and graduate degrees in earthquake engineering from the ROSE School in Pavia, Italy.
He is a licensed engineer in California and an adjunct faculty member at Woodbury University, where he teaches courses in structural engineering and construction. He has also contributed to the development of engineering practice and building standards through participation in national and international code-writing committees, including ASCE 41 and ASCE 7.
Prior to founding Roble Hill Studio, Dr. Roldán spent more than six years with AWS, where he served as a Senior Design Program Manager and structural engineer for data center development. He previously worked at Englekirk Structural Engineers, now WSP, where he gained extensive experience in the assessment and design of buildings in California. Before that, he practiced structural engineering in Central America. He now operates Roble Hill Studio, a structural engineering and design practice focused on existing-building assessment, seismic and structural design, and residential rebuilding in Southern California.
