OVERVIEW
The Judicial Council of California is currently recruiting for a Senior Construction Inspectors in its Judicial Branch Capital Programs Office. The Judicial Branch Capital Program Office has responsibility for business and planning, design and construction, and risk management of the state’s courthouses.

The Senior Construction Inspector will perform technical construction inspections of architectural, civil, structural, mechanical, electrical and plumbing elements during construction or modification of judicial branch building and facilities. Additionally, this position will monitor other inspectors and material testing laboratories performing work on Judicial Council facilities.

This position will work in the Sacramento office. The primary role of this position is to assist the Quality Manager to establish processes for, and to administer the plan review, permitting, and construction inspection of the statewide facility modifications performed by the Facilities Management Unit (FMU). The annual budget for facility modification projects is $65 million for up to 6,000 projects per year in over 500 court facilities. While it will be important for this position to have construction inspection credentials and experience, approximately 70 percent (70%) of the position’s time will be spent in the office performing tasks described above in this paragraph.

RESPONSIBILITIES
• Performs inspections of building construction to determine the quality of workmanship and materials used conform to the Contract Documents and California Building Standards Codes requirements and manufacturer’s written installation instructions;
• All required tasks include: footing and foundation; concrete slab and underfoot inspection; steel fabrication and welding; wood and light gage steel framing; lath and gypsum board; fire and smoke resistant penetrations; electrical systems inspection; wet and dry mechanical systems; masonry;
• Pre-inspection of all element sof construction for which State Fire Marshall approval is required;
• Assists the Quality Manager to establish processes to ensure the permitting,commissioning, plan review, and inspection of construction projects as required by the Judicial Branch Capital Program Management Manual.
• Studies project specifications and drawings to become familiar with projects prior to a notice to proceed is issued and ensures that supplement design direction is approved by the appropriate authorities, e.g. State fire Marshal, prior to construction
• Establishes and communicates to Judicial Council Capital Program and Facility Management project managers processes to permit, commission, plan review, inspect construction projects as required by the Judicial Branch Capital Program Management Manual and the California Building Standards Code;
• Maintain a detailed knowledge of the CA Building Standards Code and its referenced related codes and requirements;
• Studies project specifications and drawings to become familiar with projects prior to a notice to proceed is issued and ensures that supplement design direction is approved by the appropriate authorities;
• Verify design is approved prior to construction;
• Verify contractor is registered with the CA Department of Industrial Relations and licensed for the type of construction being performed;
• Request proposals from firms under master contract with the Judicial Council to provide plan review, project inspection, materials testing and special inspections required;
• Work with the project manager to develop the need for and scope of services;
• Perform accident investigation of damage and destruction events in court facilities;
• Upon assignment for the risk management analyst, provide a field inspection and investigation of the cause and origin of a damage and destruction event

WORKING CONDITIONS
• Work occasional evening and weekend hours.
• Required to travel (driving and flying) to assigned projects on a weekly basis.

Minimum Qualifications

San Francisco County Transportation Authority

The San Francisco County Transportation Authority administers and oversees the delivery of the Proposition K (Prop K) half-cent local transportation sales tax program and New Expenditure Plan, which was passed by 75% of San Francisco voters in November 2003. The Authority was created in 1989 to administer Prop K's predecessor, the Proposition B half-cent transportation sales tax program, which began in 1990 and continued until it was superseded by Prop K.

Since 1990, the Transportation Authority has also been the designated Congestion Management Agency (CMA) for San Francisco. In this role, the Transportation Authority is responsible for developing and administering the Congestion Management Program (CMP). Through its CMA activities, the Transportation Authority leverages state and federal transportation dollars to complement Prop K revenues and performs project delivery oversight to assist with project implementation. The Transportation Authority also tracks transportation system performance to ensure that San Francisco gets good value for its transportation investments and prepares the long-range San Francisco Transportation Plan to guide future investment decisions.

The Transportation Authority has also served as the San Francisco Program Manager for grants from the Transportation Fund for Clean Air (TFCA) since 1990. In this role, the Transportation Authority approves funding for transportation projects that directly benefit air quality, through reduced motor vehicle emissions.

The Transportation Authority began serving as the administrator of Proposition AA (Prop AA), a $10 annual vehicle registration fee on motor vehicles registered in San Francisco, which was passed by San Francisco voters in November 2010. In this role, the Transportation Authority oversees the Prop AA program and allocates funds to street repair and reconstruction, pedestrian safety, and transit reliability and mobility improvements projects.

The Transportation Authority was designated Treasure Island Mobility Management Agency (TIMMA) in 2014. Practical knowledge of analysis and detailing for wood, masonry, steel, and concrete for varied types of buildings up to five stories will be required. Seismic retrofit, evaluation, new ground up work and remodel projects experience is desired.

Job Requirements:

Civil or structural engineering degree from an accredited university. Masters degree preferred. Three to five years of experience in the field necessary. AUTOCAD experience a must. Office hands-on design and detailing experience required. REVIT experience preferred.

Job Description:

The Project Manager- Seismic is a structural engineer with experience in seismic retrofit and Seismic Risk Assessments of Building to assess a property's potential for losses from seismic events. This position will self-perform and aid in review of seismic risk assessments and will expand the building structure review needs of the Property Condition Assessment group.

Responsibilities:
Conduct seismic risk assessments for existing buildings – both self-performed with a site visit, or desktop review using supplied checklist data from field staff;
Provide technical direction and guidance to architects and engineers assigned to projects that have a seismic risk component;
Calculate Probable Maximum Loss (PML) values using IVI methodology;
Support the Director – Seismic Risk Assessments in communication with clients to discuss and develop solutions for recognized seismic risk factors;
Aid in performing Property Condition Assessments (PCA) to assess condition of a building’s major systems: site work improvements, structure and foundations, facades and roofs, HVAC, and electrical and plumbing systems;
Review repair/improvement cost information, Building Department records, and similar;
Prepare estimated costs to remedy seismic retrofit scenarios;
Use IVI’s online document assembly software for the preparation of the Seismic Risk Assessment report, PCR and other deliverables;
Perform structural calculations in accordance with modern and historic buildings codes in support of building investigations or structural retrofit as required;
Independently author Seismic Risk Assessment Reports in accordance with company standards and industry best practices;
Effectively communicate project progress and issues with the Project Manager and maintain communication with team members throughout the course of the project, and
Deliver outstanding customer service through timely response and proactive solutions.

Job Requirements:

Bachelors’ degree in Structural or Civil Engineering;
Certification as a Professional Engineer (PE); Structural Engineer (SE) will be considered;
Min. 5 years’ experience in structural review of seismic performance and design;
In-depth knowledge of seismic code components of national and regional building codes, such as California, Oregon, Washington and surrounding areas;
Forensic building and condition assessment experience desired;
Experience with structural analysis software packages, including SeismiCAT, ST-Risk, F-RISK, HAZUS;
Familiarity with ATC-13-1, ASTM methodologies;
Proficiency in Word, Excel, and Outlook; and
Excellent verbal and written communication.
