Job Title: Seismic Structural Engineer

Job Description:

Provide independent support services as a senior level professional licensed structural engineer with a focused background and experience in seismic (earthquake) assessments and retrofit design of facilities (buildings, waterfront facilities, piers, wharfs, towers, fuel tanks, etc.). Provide expert support, facility assessment, risk to life and mission analysis, and design document preparation to analyze compliance with current federal, state and local statutory and international building code (IBC) requirements, Department of Homeland Security/Coast Guard policies and instructions. Provide technical preparation of, assistance with, and support for the assessment of the seismic (earthquake) risk to CG facilities. Assessment will include the risk to life and mission capability.
• Prepare technical documents (studies, reports, drawings, specifications, etc.) and construction cost estimates for any necessary structural improvements to CG facilities to ensure compliance with the current IBC and other applicable seismic requirements and standards.
• Perform site investigations to gather essential information for the seismic evaluation of CG facilities, and required improvements to ensure compliance with current IBC and other applicable seismic requirements and standards.

Job Description:

The Judicial Council of California is currently recruiting for an Engineering Specialist in its Judicial Branch Capital Programs Office. The Judicial Branch Capital Program Office has responsibility for business and planning, design and construction, and risk management of the state’s courthouses.

The Engineering Specialist will perform technical construction inspections of architectural, civil, structural, mechanical, electrical and plumbing elements during construction or modification of judicial branch building and facilities. Additionally, this position will monitor other inspectors and material testing laboratories performing work on Judicial Council facilities.

This position will work in the Sacramento office. The primary role of this position is to assist the Quality Manager to establish processes for, and to administer the plan review, permitting, and construction inspection of the statewide facility modifications performed by the Facilities Management Unit (FMU). The annual budget for facility modification projects is $65 million for up to 6,000 projects per year in over 500 court facilities. While it will be important for this position to have construction inspection credentials and experience, approximately 70 percent (70%) of the position’s time will be spent in the office performing tasks described above in this paragraph.

RESPONSIBILITIES
• Performs inspections of building construction to determine the quality of workmanship and materials used conform to the Contract Documents and California Building
Standards Codes requirements and manufacturer’s written installation instructions;
• All required tasks include: footing and foundation; concrete slab and underfoot inspection; steel fabrication and welding; wood and light gage steel framing; lath and gypsum board; fire and smoke resistant penetrations; electrical systems inspection; wet and dry mechanical systems; masonry;
• Pre-inspection of all element sof construction for which State Fire Marshall approval is required;
• Assists the Quality Manager to establish processes to ensure the permitting, commissioning, plan review, and inspection of construction projects as required by the Judicial Branch Capital Program Management Manual.
• Studies project specifications and drawings to become familiar with projects prior to a notice to proceed is issued and ensures that supplement design direction is approved by the appropriate authorities, e.g. State fire Marshal, prior to construction.
• Establishes and communicates to Judicial Council Capital Program and Facility Management project managers processes to permit, commission, plan review, inspect construction projects as required by the Judicial Branch Capital Program Management Manual and the California Building Standards Code;
• Maintain a detailed knowledge of the CA Building Standards Code and its referenced related codes and requirements;

• Verify contractor is registered with the CA Department of Industrial Relations and licensed for the type of construction being performed;

• Perform accident investigation of damage and destruction events in court facilities;
• Upon assignment for the risk management analyst, provide a field inspection and investigation of the cause and origin of a damage and destruction event

QUALIFICATION
Minimum Qualifications:

Job Requirements:

QUALIFICATIONS AND SKILLS
 Bachelor of Science Degree in Architectural or Civil Engineering.
 8+ years of experience in structural analysis, design, and detailing of residential and/or commercial buildings.
 Highly proficient knowledge of the California Building Code with the ability to convey that knowledge to others.
 Design experience in timber, concrete, steel, and masonry structural building systems.
 High proficiency in engineering software – RISA, Enercalc, and Retainpro.
 Proficiency in AutoCAD is required.
 CA PE license required.

Job Title: Lead Structural Engineer - Philippines

Job Description:

For the position of Lead Structural Engineer, Build Change is seeking an exceptionally competent structural engineer with experience designing and providing structural observation to earthquake-and hurricane-resistant buildings in locations with developed and enforced building codes and standards. Experience applying this background in the developing context is also desirable. In addition, the successful applicant will have a proven management track record, history of building relationships with partners and clients, and demonstrated ability to communicate technical terms and concepts to non-technical persons. This position reports to the Philippines Director of Programs and Partnerships and receives technical direction from the Director of Engineering.

Technical responsibilities:
• Develop thorough, comprehensive understanding of the structural engineering design resources developed by Build Change for use in the Philippines for confined masonry, reinforced masonry, multi-story reinforced concrete frame, timber frame, and retrofitting solutions.
• Be responsible for controlling the quality of design information & implementation for projects in the Philippines.
• Oversee the revision or development of new structural and architectural drawings, bills of quantity, construction checklists, and training materials as necessary, for partners and clients.
• Solve problems and generate solutions in the field for special cases, especially retrofits and additions to existing buildings.
• Ensure technologies and solutions are consistent with Build Change’s philosophy of earthquake- resistance, sustainability, and cultural appropriateness.
• Be willing and confident to apply engineering judgment in the absence of code-based guidance.
• Oversee the recruitment, selection and performance review of technical staff in the Philippines office.
• Mentor, train and oversee Philippines-based engineering staff, local engineers, architects, drafters, and other technical staff.

Program responsibilities:
• Work with the other program technical staff and project managers to assist in implementing the project work plan. On individual projects, work with the project manager and/or Director of Programs to resolve any technical quality or staffing issues if they arise.
• Act as Build Change’s lead technical representative in interactions and communications with government agencies, project partners and prospective donors; contribute to Build Change’s advocacy efforts with these organizations.

Job Requirements:

• Minimum 6 years professional experience in structural engineering in a country with well-established building code adoption and enforcement. Additional experience in designing and supervising construction of earthquake- and hurricane- resistant buildings in a developing country is a very strong plus.
• Demonstrated experience working successfully in a team environment, as well as managing a team of technical staff, and delivering outcomes on time.
• Understanding of earthquake- and hurricane-resistant design and construction of confined masonry, reinforced masonry, and timber buildings for both new and retrofit buildings.
• Professional Engineering license (or equivalent) in civil (structural) engineering.
• Familiar with international building codes and guidelines, especially those applicable to the Filipino context.
• Cost estimating, structural design software, and 2d AutoCAD literacy
• Top-performing educational background in structural engineering, with strong earthquake resistant design orientation.
• Hands-on construction experience in masonry, reinforced concrete, and carpentry is helpful.
• Work experience in an elite management setting, or some kind of successful entrepreneurial experience such as starting a field program in a developing country, leading a large event, or starting a business.
• Project management skillset that includes ownership over milestones, work plans, reporting, using computer tools such as Excel and PowerPoint.
• International development experience and willingness to live and work in a post-disaster setting for at least twelve months; experience in the Philippines is a strong plus.
• No ego, drama, or pessimism; the successful candidate will be flexible, humble, patient, and have a good sense of humor.
