Job Description:

Incumbents will perform the key responsibilities (but are not limited to) listed below:

- Advising professional engineers, architects and others concerning code requirements, engineering and planning problems arising in the preliminary design of buildings and structures.

- Examining plans, calculations and specifications for residential, multi-family, commercial and industrial buildings, including complex major structures for structural adequacy, zoning and general compliance with governing laws, codes, ordinances and regulations.

- Making independent engineering analyses on proposed buildings when required to justify the structural safety of design.

Job Requirements:

Education:
A Bachelor’s Degree from an accredited college or university in Architectural, Civil Engineering, Structural Engineering, or a closely related field (e.g. Construction Management).

Experience:
Associate Engineers working in the Building Division as Plan Check Engineers must have four (4) years of progressively responsible experience in professional civil engineering work. EIT certificate is not acceptable as replacement for the required Bachelor’s degree.

Licenses or Certificates:
Registered as a Civil Engineer with the California Board of Registration for Civil and Professional Engineers (candidates are required to submit proof of registration when applying).
Valid California driver’s license.

The City of Grover Beach Public Works Department has an exciting provisional opportunity for a qualified Associate Engineer with the expectation of it being long-term. The position offers professional growth that will allow the incumbent to be exposed to an array of projects and diverse disciplines while assisting the Public Works Director/City Engineer with Capital Improvement Projects, Public Infrastructure, Streets, and more.

The City seeks a professional, innovative, and detailed individual with experience in Municipal Engineering, Site Civil Engineering, Transportation, Capital Improvement Project Management, and Construction. Specific project experience in the following areas is highly desired: Preparation of roadway improvement plans; preparation of site civil improvement plans; preparation of water and sewer plans; preparation of stormwater management reports (storm sewer, overland flow, detention calculations); providing drafting and design services by preparing and maintaining CAD models, engineering drawings, and maps; preparation of designs and estimates from general instruction and preliminary sketches, diagrams or schematics; preparation of working drawings from conceptual layout to detailed finished product; examination of project sites (public roads, undeveloped land, existing industrial sites, and municipal facilities); and providing value added solutions to design and construction challenges.

• Serves as plan check engineer or project manager on projects, including defining project scope and selecting consultants; negotiates contracts, change orders and amendments; prepares and monitors project schedules; monitors, reviews and coordinates project design and construction; evaluates contractor requests for extra work; monitors contractor’s work and enforces terms of the contract; and processes payments and change orders; coordinates projects with businesses, utilities and other City departments.

• Conducts field and construction site inspections; ensures contractor compliance with contract documents and time and budget estimates; recommends field changes.

• Prepares and reviews traffic signal timing plans and updates as needed; constructs traffic signal computer models used to prepare timing plans and prepares traffic signal designs and specifications.

• Prepares designs, specifications, plans, estimates and reports for assigned Capital Improvement projects and the development and modification of City infrastructure.
• Conducts civil and traffic engineering and related studies, evaluates alternatives, makes recommendations and presents reports to superiors and others; conducts studies and confers with the public regarding transportation and traffic issues.

• Prepares a variety of written materials, including staff and engineering reports and grant applications for engineering and transportation projects.

• Prepares Requests for Proposals and administers consultant selection process for the design of assigned capital projects; administers construction contracts during the construction phase.

• Coordinates projects with activities of businesses, utilities, special districts and other City departments. Serves as the City representative at meetings and promotes department and/or City objectives.

• Responds to complaints and assists in solving problems related to construction or City plans; interprets plans and policies; confers with and provides information to property owners, contractors, engineers, consultants and the general public on conformance to standards, plans, specifications and codes.

• Maintains accurate records and files.

• Performs other duties of a similar nature as assigned.

OVERVIEW
The Judicial Council of California is currently recruiting for a Senior Construction Inspectors in its Judicial Branch Capital Programs Office. The Judicial Branch Capital Program Office has responsibility for business and planning, design and construction, and risk management of the state’s courthouses.

The Senior Construction Inspector will perform technical construction inspections of architectural, civil, structural, mechanical, electrical and plumbing elements during construction or modification of judicial branch building and facilities. Additionally, this position will monitor other inspectors and material testing laboratories performing work on Judicial Council facilities.

This position will work in the Sacramento office. The primary role of this position is to assist the Quality Manager to establish processes for, and to administer the plan review, permitting, and construction inspection of the statewide facility modifications performed by the Facilities Management Unit (FMU). The annual budget for facility modification projects is $65 million for up to 6,000 projects per year in over 500 court facilities. While it will be important for this position to have construction inspection credentials and experience, approximately 70 percent (70%) of the position’s time will be spent in the office performing tasks described above in this paragraph.

RESPONSIBILITIES
• Performs inspections of building construction to determine the quality of workmanship and materials used conform to the Contract Documents and California Building Standards Codes requirements and manufacturer’s written installation instructions;
• All required tasks include: footing and foundation; concrete slab and underfoot inspection; steel fabrication and welding; wood and light gage steel framing; lath and gypsum board; fire and smoke resistant penetrations; electrical systems inspection; wet and dry mechanical systems; masonry;
• Pre-inspection of all element sof construction for which State Fire Marshall approval is required;
• Assists the Quality Manager to establish processes to ensure the permitting,commissioning, plan review, and inspection of construction projects as required by the Judicial Branch Capital Program Management Manual.
• Studies project specifications and drawings to become familiar with projects prior to a notice to proceed is issued and ensures that supplement design direction is approved by the appropriate authorities, e.g. State fire Marshal, prior to construction
• Establishes and communicates to Judicial Council Capital Program and Facility Management project managers processes to permit, commission, plan review, inspect construction projects as required by the Judicial Branch Capital Program Management Manual and the California Building Standards Code;
• Maintain a detailed knowledge of the CA Building Standards Code and its referenced related codes and requirements;
• Studies project specifications and drawings to become familiar with projects prior to a notice to proceed is issued and ensures that supplement design direction is approved by the appropriate authorities;
• Verify design is approved prior to construction;
• Verify contractor is registered with the CA Department of Industrial Relations and licensed for the type of construction being performed;
• Request proposals from firms under master contract with the Judicial Council to provide plan review, project inspection, materials testing and special inspections required;
• Work with the project manager to develop the need for and scope of services;
• Perform accident investigation of damage and destruction events in court facilities;
• Upon assignment for the risk management analyst, provide a field inspection and investigation of the cause and origin of a damage and destruction event

WORKING CONDITIONS
• Work occasional evening and weekend hours.
• Required to travel (driving and flying) to assigned projects on a weekly basis.

Job Description:

Structural Focus is seeking Project Engineers with 8-12 years of experience in the design and evaluation of buildings. Candidates must have practical knowledge of structural analysis, design and detailing of steel, concrete, masonry and timber systems. Seismic retrofit, evaluation, new ground up work and remodel project experience is desired. Candidates must also have a technical competence at the Project Engineer level, with the demonstrated ability to perform the most complex structural calculations, to work independently with minimal direction from senior staff, to supervise and mentor junior staff, and to interact effectively with clients and project team members outside of Structural Focus.
Active participation in professional activities related to structural or earthquake engineering is preferred but not required.
Salary is commensurate with experience. Structural Focus offers an excellent benefits package.

Excellent engineering and communication skills coupled with a strong desire to serve clients
